How It Began
From Governance Experience to Technology
miCHOISES was not conceived in a lab or a boardroom. It was born from the frustrations, observations, and grassroots innovations that emerged from working directly inside a Philippine municipality.
The system was conceptualized and developed with Gereo A. Patrimonio — a registered nurse, management information systems professional, and former Municipal Administrator of Tudela, Cebu — who saw firsthand the challenge of serving households whose stories were fragmented across multiple office records.
"Every person counts. Every life matters. Every work is accounted for." This guiding principle drove the creation of a system that would make those words operationally real in every barangay.

The Observation
While working within LGU Tudela's offices, a critical gap was identified: MSWDO, RHU, and MAO were serving the same households but had no shared record system. Each office maintained its own silos of data.

The Concept
The idea of a household-centered shared database emerged — one profile that all three offices could access, update, and use for coordinated service delivery and intervention planning.

The Partnership with Cubeworks
Cubeworks Technology Consulting and Solutions, Inc., a technology firm based in Cebu City, partnered with municipal governance experts to transform the concept into a fully functional cloud-based system.

Pilot Deployment in Tudela
LGU Tudela, Cebu became the first municipality to deploy miCHOISES — validating the system in a real operational environment with all three offices connected to one household database.

Expanding to More LGUs
With the Tudela pilot proving the model, miCHOISES is now available to municipalities and cities across the Philippines seeking to modernize their household data and social services operations.
