miCHOISES was not conceived in a lab or a boardroom. It was born from the frustrations, observations, and grassroots innovations that emerged from working directly inside a Philippine municipality.
The system was conceptualized and developed with Gereo A. Patrimonio — a registered nurse, management information systems professional, and former Municipal Administrator of Tudela, Cebu — who saw firsthand the challenge of serving households whose stories were fragmented across multiple office records.
"Every person counts. Every life matters. Every work is accounted for." This guiding principle drove the creation of a system that would make those words operationally real in every barangay.
